Turkey: Health Emergency Preparedness & Response Coordinator (Arabic Speaker)

SCOPE OF WORK:

The QRC seeks a Health Emergency Preparedness Coordinator with significant humanitarian program start-up and management experience to achieve the QRC’s health program in North Syria. The individual must have previous experience working in volatile environments that feature ongoing insurgencies and/or open conflict. The Emergency Health Coordinator will conduct needs assessments, design health interventions, hire and supervise health staff, develop technical trainings, and assist with representation. He will report to the Head of health program in Turkey Mission and be based in Gaziantep.

Essential Duties and responsibilities:

· Lead the development and refinement of the QRC’s initial emergency preparedness and response health strategy in Syria.

· Support the development of log frames, budgets, and work plans for ER program.

· Proactively develop relationships with humanitarian actors and partners in Syria, field locations, to ensure the program strategy is coordinated and complementary.

· Manage rapid program launch and implementation including staff recruitment, training, and supervision; medical supply procurement and inventory planning; and budget management.

· Select and implement appropriate monitoring and evaluation systems, and ensure consistent reporting and analysis of results to enhance program effectiveness and quality.

· Prepare high quality and timely management reports on response activities and outputs.

· Provide relevant updates and feedback to the head of health programs and health program coordinators.

· Backstop the daily operations of emergency preparedness and response program to ensure appropriate response to beneficiary needs, donor positioning, lessons learned, and best practices

· Manage timely and proper reports (internal, financial, donor, special and other) and their flow within QRCS including review, analysis, and compliance with deadlines

· Assist in the proposal process, which may include proposal writing, editing and proofreading, coordination of QRCS departments and Units, technical input, preparation for submission, submission, following through the approval process, and assisting in start-up activities

· Monitor developments in crises situation inside Syria

· Coordinate closely with M&E coordinator and field medical coordinator to harmonize information collection and respond to information requests.

· Attend Regular and Ad-hoc meetings of health and nutrition clusters

· Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and levels of work assigned and are not necessarily all- inclusive

Works Directly with: Field health emergency coordinator, Health Care Coordinator and Officers, Community Health Coordinator, MHPSS coordinator, M&E Coordinator, Finance, Admin, Procurement and Logistics teams.

REQUIREMENTS:

· Health professional with Bachelor in Health Sciences or Public Health.

· At least 3-years relevant experience in emergency health program management with an Humanitarian Response organizations.

· Experience in health assessments, program design, and implementation.

· Excellent computer skills, including Microsoft Excel.

· Experience in staff supervision, delegation, and capacity building.

· Fluency in Arabic and English
