Scope of Work :
Prepare and issue financial reports on projects, annual or semi-annual budgets, and the office related to Iraq’s Mission administrative expenses, review them with the financial management in Doha.
Operational Responsibilities :
- Prepare accounts and compliance with the basic guidelines of accounting and review accounting restrictions for all Office’s operations in Iraq in accordance with accounting principles and rules and according to the approved Financial Accounts Guide.
- Prepare periodic financial centers, general budget and final accounts of Qatar Red Crescent’s Office in Iraq in accordance with accounting rules, regulations and approved system’s provisions, on their requested time.
- Organize the mission’s financial procedures in terms of auditing invoices and purchase documents and their conformity with the Qatar Red Crescent’s procurement thresholds.
- Supervise the preparation of mission’s expenses disbursement orders (purchases - salaries – running costs) according to the approved budget.
- Oversee all mission’s expenses transference from the budget lines, set balances of each budget line separately.
- Oversee the preparation of monthly financial reports for all projects according to the approved budget.
- Oversee the preparation of partners’ monthly financial reports as requested by management.
- Ensure that a record of mission’s assets is established.
- Supervise the receipt of payments and funds transferred from partner organizations and donors, and establish a register for
- Supervise the mission’s cash movement in terms of cash-in-out, and establish a register of petty cash movement.
- Ensure that the Treasurer's continuous inventory is performed to show his or her financial balances and their conformity with the records.
- Supervise the organization and archiving of all financial documents and files.
- Follow up requesting bank statements from banks to identify cash statements of Qatar Red Crescent’s office in Iraq, and prepare the required settlement notes.
- Prepare financial reports for donors and implementing partners and matching the balances .
Subordinates Management :
- Represent Qatar Red Crescent leadership in front of subordinates, and ensure their understanding of Qatar Red Crescent’s mechanisms .
- Ensure compliance with performance management systems and processes.
- Supervise and educate subordinates to develop their skills and continuously managing them.
Qualifications and Experience:
University degree in accounting.
Preferably, a Master degree related to accounting or financial management.10 years of experience in accounting and financial management. In which at least 3 years in a leading position.
Experience in financial management of projects, Preferably, in non-profit humanitarian or charitable organizations
Proficiency in both Arabic & English languages.
Preferably, an experience in Microsoft dynamics
