Position Summary:
As part of the Syria Response program, QRC seeks a Reproductive Health Coordinator to provide technical expertise and knowledge for a Primary healthcare project. Also, to reduce morbidity and mortality in vulnerable displaced and host populations through the provision of emergency healthcare, and maternal and child health services.
Reproductive health and Maternal care Management
· Oversee the implementation of quality maternal and Reproductive health program activities at all QRC supported health facilities in the targeted areas
· Provide leadership, training, and guidance to staff on reproductive and maternal health program to ensure programming meets best practice standards
· Support proper maternal and reproductive health data collection and recording in the QRC supported MCH and health facilities, support the compilation of data and generation of quality reports on a regular and timely manner;
· Promote a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.
· Manage the assigned healthcare activities in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to the project coordinator and Head of Health Programs.
· Provide strong leadership of the assigned health project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable) and local health staff.
· Contribute to development and implementation of an appropriate and effective health strategy including proactive planning for responsible exit in consultation with country health advisor, project coordinator, other health staff and field managers.
· Set clear objectives and indicators for health activities in collaboration with the Healthcare officer, healthcare coordinator, health staff, field coordinator and, where appropriate, with the local communities.
· Attend Regular meeting of Reproductive Health Technical working group in Turkey cluster that leads by UNFPA.
· Develop new proposals, linked to the assessed needs and gaps and the QRC country strategy, in conjunction with the relevant field coordinators and the head of health programs.
Staff Management
· Line-manage the Healthcare field officer of the assigned projects, including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other healthcare project staff.
· Facilitate regular meetings to assist information sharing between project staff.
· Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health activities.
Financial Management
· Manage the health budget for the assigned project(s) and ensure all expenses are according to budget and meet the QRC standards.
Communication & Coordination:
· Develop and maintain appropriate, regular, transparent and supportive communication structures with the Emergency Response Team, QRC in-country and other relevant stakeholders.
Logistics
· Ensure timely procurement of medicine, equipment, and nutrition supplies for delivery of the project.
· Liaise, as necessary, with the health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
Quality Management
· Promote and use the QRC intranet and other operating procedures, ensure that all standardized formats are used and guidelines are followed.
· Ensure health projects are implemented in line with donor proposals and requirements and in accordance with QRC, donor, country and international standards i.e. Sphere and HAP standards.
Works Directly with: Health Care Coordinator and Officers, Community Health Coordinator, MHPSS coordinator, M&E Coordinator, Finance, Admin, Procurement and Logistics teams.
Qualifications, Experience and Competencies
· Health Bachelor degree, or Master of Public Health degree
· At least 2 years of experience in health programs or humanitarian assistance programs.
· Experience in project implementation and support of emergency and relief programs.
· Previous experience with managing health programming (Reproductive Health, Maternal and Child health) is strongly recommended
· Skilled in, and committed to, community participation/interaction
· Developing and writing proposals skills
· Proven financial, logistics and procurement management skills.
· Well-developed human resource management skills
· Proven commitment to humanitarian and accountability principals and knowledgeable of quality assurance system.
· Fluent in both Arabic and English.
· Strong verbal and written communications skills.
· Strong proficiency in Microsoft Office applications including Excel, Word and PowerPoint.
· Knowledge and experience of primary health care principles and management; clinical skills within a Primary Health Care setting.
· Experience in training / mentoring / coaching staff; able to set clear objectives for staff and to delegate.
· Good numerical, report writing and administration skills; problem solving ability.
· Team-player with good inter-personal skills; able to enforce procedures.
· Capacity to work under pressure and manage personal stress levels.
· Self-motivated, creative, open-minded, flexible, self-learner; passionate about serving the poor. i
